In accordance with your instructions our partner,
Sir Maurice Fitzmaurice, visited Hong Kong towards the end
of 1980, arriving in the Colony on November 13th and leaving
on December 1st.
The matters on which our advice was required were
detailed in a letter received from The Hon., Director of
Public Works, dated 20th November, 1920, which was handed to
Sir Maurice Fitzmaurice. This letter ran as follows:-

I beg to inform you that the matters upon which this
Government desires your advice are the following:-
(1) Improvements of the Harbour generally.
(ii) The provision of jetties and warehouses provid-
ed with railway communication.
(iii) Improvement of the Kongkwoi Harbour of
Refuge.
(iv) The question of dredging plant generally; the
re-fitting of the Dredger "St. Ensch" being
considered in this connection.
(v) The best means of providing facilities opposite
Statue Square for landing from or embarking on
launch and small craft generally.
